According to NSW law, (under Sec 41) someone who drives a car where where lose sustained traction of a driving wheel in a manner that is likely to interfere with the peaceful enjoyment of any person in the locality.

Under Section 40 covers street racing, whether against another car or not, or trying to test the speed of your car on a public road.

In SJ language - 'section 41 - doing a steiny on a public road' section 40 - driving like caspar on a public road :)
