Usually, people run either Photoshop or GIMP with a dds plugin.

Jeff uses GIMP. I haven't done any skinning per se with it yet. Free.

Photoshop is more like $150 USD, and IMO not quite worth it.

Correction, using Photoshop for Race07, and use GIMP for just the base color ideas, and moving the decals around, it is just smoother that way.... They both work, but GIMP won't work with textures over 8mb.... bummer.
